Associate Director, Quality and Data

Position Description: Reports to: Deputy Director, Clinical Affairs Classification: Full-Time Non-Exempt Association’s Mission: To strengthen its member community clinics and health centers and networks through advocacy, education, and services in order to improve the health status of their communities. Purpose of the Position: Strengthen California’s nonprofit outpatient safety net by overseeing statewide quality improvement (QI) projects. Support regional associations and community clinics and health centers to improve the quality of care to clinic patients, build capacity for quality improvement at the regional association and clinic level. Primary Responsibilities: Quality Improvement Project Management - Oversee CPCA’s participation in assigned QI projects including Aligning Quality Improvement in California’s Clinics for Meaningful Use (AQICC-MU) and future statewide QI projects. Coordinate the AQICC-MU Data Accuracy and Reporting Group. Participate in the AQICC-MU Standardize Measures Group (SMG), Project Leadership Team, and the QI Collaborative.
- Responsible for gathering information, writing, and submitting reports for assigned QI projects including AQICC-MU that involve grant reporting and communication with funders. Ensure that preliminary reports are distributed to participating organizations promptly in order to receive timely information to meet deadlines for final reporting requirements.
- Coordinate with appropriate CPCA staff to provide input for final reporting.
- Use expertise in quality improvement models, strategies, and tools to provide technical assistance and support members in the development and implementation of their quality improvement activities. Activities include participating in consortia QI PN meetings and developing and providing QI trainings.
- Support Deputy Director in the development of quality improvement project concept papers and grant proposals.
Data Analysis - Support Deputy Director in the development of research proposals
- Provide input into the evaluation of research projects
- Conduct data analysis for other department project needs and research projects
- Provide data analysis expertise to the organization and department
- Use SAS or SPSS to perform data analysis for projects
- Work with Database Programmer and Data Analyst to maintain project databases
- Perform data validation on survey data
- Prepare reports, memoranda, speeches and visual presentations that communicate clear analyses of data findings and recommendations
Additional Responsibilities: - Actively participates in committees and workgroups, i.e. Data Committee
- Communicates with multiple stakeholders to ensure success of statewide QI initiatives.
- Includes oral and written communication to internal and external stakeholders. Conducts presentations to internal and external groups.
- Attends and participates in staff meetings of the Association
- Reports regularly to the Deputy Director, Clinical Affairs
- Participates in Association events and represents the Association as requested
- Other duties as assigned
Skills and Talents Required: - Quality improvement experience and education
- Leadership skills
- Effective project management
- Proficiency in SAS or SPSS. Experience performing analyses on clinical data.
- Proficiency in Excel with a basic knowledge of how to use formulas, and how to perform data validation
- Effective oral and written communications
- Demonstrated quantitative analytical skills with ability to derive important implications from data
Education and Experience Required: Bachelor’s degree required with a Masters in Public Health preferred. Three years project management experience required with expertise in quality improvement models/strategies and data analysis. Experience in a clinic or community health center is also desirable.
