The Alumni Session: Community Clinics Initiative (CCI) Medical Directors Training

Objective:
One of our goals at CCI is to help develop the leadership of community clinics across the state and to build the capacity of both individual clinics as well as the field as a whole to improve the health status of underserved communities. Investing in, providing learning to, and continuing to support the organizing of medical directors across the state will help us meet these goals. We hope that the day-and-a-half session will provide you with new insights, an opportunity to re-connect with colleagues and to help all of us build the network of medical directors across the state.

Who Should Attend?
We are inviting all of the medical directors who have completed the Harvard School of Public Health, Managing Ambulatory Health Care (MAHC) course in San Francisco sponsored by CCI or on their own in Boston.

Agenda:
The focus of CCI’s work with Alumni, including this upcoming Alumni Session, will be on Developing Physician Managers as Leaders and Champions of Quality Improvement. Over the day-and-a-half of meetings, we have outside speakers, peer leaders and time to meet on your own as alumni.

On Wednesday March 28^th and 29^th, the sessions will be held separately from the Collaborative Leadership program With the Collaborative Leadership participants, at 5:00 pm in the hotel, there will be a reception, dinner and program. During the dinner, the Harvard faculty, Dr.’s Robert Hoch and Paul Campbell will be available to talk with you informally, since they are teaching the Collaborative Leadership course. The alumni session will conclude on Thursday March 29^th after lunch.

These trainings will instruct clinic staff on how to successfully complete and submit their Office of Statewide Health Planning and Development (OSHPD) Annual Utilization Report (AUR) and Bureau of Primary Health Care (BPHC) Uniform Data System (UDS) report.

2007 CPCA Tele-Training Series - Training #1: ADHCs

2007 CPCA Tele-Training Series

The California Primary Care Association (CPCA) is pleased to present a series of six tele-trainings on different community clinic and health center issues. These tele-trainings will be provided by experts in the topic and will provide participants with in-depth knowledge about Adult Day Health Centers; Federal Tort Claim Act coverage for FQHCs; HRSA Grant Expectations; Clinic Licensing; Staffing Regulations; and Billing Compliance. This series was developed based on needs identified by CPCA members. Taking place on the third or fourth Tuesday of the month, each session is a stand-alone training and will not be repeated.

You must register for each training seperately online.

Topics:

January 23, 2007: Adult Day Health Centers
Presenters will provide expert advice on the logistics of FQHCs operating Adult Day Health Centers. Speakers will include a representative from the California Association for Adult Day Services, a legal consultant, and an FQHC representative operating an ADHC.

February 27, 2007: Federal Tort Claims Act (FTCA)
The training will provide an overview of how FQHCs can obtain free malpractice coverage under the Federal Torts Claims Act (FTCA), the benefits of having such coverage and the application process. A discussion of current policies on the FTCA program will also be a part of this tele-training.

March 27, 2007: HRSA Grant Expectations
Introduction to working with HRSA and the agency’s expectations for newly awarded grantees. Topics to review include: administrative/reporting requirements, important dates to remember throughout the year, financial expectations, etc.

April 24, 2007: Clinic Licensing
An overview of Primary Care Clinic Licensing regulations will be presented, with an emphasis on requirements for affiliate and satellite clinics, avoiding licensing delays, and requirements for renovation or relocation of clinic sites.

May 22, 2007: Staffing Regulations
Supervision issues (e.g. physicians supervising mid-level providers, RNs supervising medical assistants), Medi-Cal requirements for staff, training and credentialing will be covered by expert consultants and legal advisors.

June 19, 2007: Billing Compliance
Billing regulations for Medi-Cal, Medicare, and other government programs are complex. Audits for billing compliance are time-consuming and costly to clinics and health centers. This tele-training will provide guidance on specific regulations, as well as resources and ideas for establishing and maintaining a billing compliance process for your clinic operation.

Advanced UDS: Using the UDS as a Management Tool

This half day training will provide a live demonstration of the Bureaus new UDS software which is being integrated into the Electronic Handbook for the first time. This session will include roughly one hour on the new software changes. The remaining 2.5 hour Using the UDS as a Management Tool presentation is a detailed review of the UDS Feedback Reports. It includes both an interactive lecture with supportive materials and a small group exercise to permit the participants to try out the tools being described. Using the UDS as a Management Tool is useful to those submitting the reports, and is especially useful to senior management and decision making staff of the center.

Basic UDS: Preparing the 2008 UDS Report

This one day training will instruct clinic staff on how to successfully complete and submit their Bureau of Primary Health Care (BPHC) Uniform Data System (UDS) report. It addresses each of the tables with an emphasis on the changes that have been made to many of the tables. This will include a review of the new clinical measures tables (Table 6B and 7) but in less depth than was provided this summer. Training will focus on definitions of data elements, locating and reporting these elements, and common errors and problems to be avoided. Preparing the 2008 UDS Report is aimed at those who are responsible for gathering and reporting the data elements included in the UDS report, as well as for management staff who need to understand the definitions and concepts used. In light of the new UDS reporting requirements, it is especially important for key health center staff responsible for the UDS Report to attend.

This course will provide 3.25 hours of continuing education credit for renewal of California dental licenses.

Description:
The objectives of this workshop are to understand the key principles underlying successful practitioner engagement; practice and integrate communication techniques shown to effectively engage practitioners; learn the steps to prepare for and follow up intial and subsequent quality improvement meetingswith clinician colleagues, and to review the importance of team members throughout the process of engaging physicians in change. The workshop is open to all sectors including community clinics and regional consortia, health plans, IPAs, medical groups, and public hospitals.

Registration priority will be given to California clinicians.

* 1:30 - 4:00 there will be an optional small group consultation. This is a chance for attendess of the morning session to develop their action plan and practice their approach with Dr. Beckman.

These introductory to intermediate sessions are aimed at finance directors, clinicians, coding and billing staff, and anyone interested in coding in the clinic setting. These 90-minute online training sessions will take place on the dates listed at 10:00am via WebEx.

SESSIONS
September 1, 2009 - Optimal ICD Coding: Take this introductory level course in ICD coding to understand the pragmatic application of ICD coding to clearly convey medical necessity as well as the appropriate mix of chronic versus acute, symptomatic versus screening, etc. Focused on providers taking charge of this important process learn of industry tools and AHA coding guidelines which demystify this vexing process. Evaluation and Management (E&M) coding is used by CHC providers daily and yet is not well understood. This is of significant importance especially when managed care organizations are increasing market share. Why is medical necessity important? Is there a direct relationship between the E&M and diagnosis code? Attend this session to clear away any ambiguity from the coding process, understand documentation guidelines and make coding decisions with confidence. CPCA is dedicated to starting a comprehensive Compliance Training Program. One key component of this program will be the presentation of a 4-part web series. The purpose of the web series will be to provide introduction and explanation of the need of community clinics and health centers to adopt and administer a Compliance Program. Each session will begin at 11:00 am (Pacific) and will last approximately 90 minutes. The following areas will be addressed:

Session 1: February 7, 2008
Introduction to Compliance for Community Clinics and Health Centers
This session will provide the audience with an introduction to the design and operation of a Compliance Program for community clinics and health center. This session will address important questions in the design and implementation of a Compliance Program.

Session 2: February 14, 2008
Building and Operating an Effective Compliance Program
This session will continue with the introduction to Compliance Program begun in Part 1 and will drill down deeper into the essential elements and techniques used by provider organizations to operate an effective Compliance Program. Specifically, Session 2 will provide to the audience specific and practice documents and policies that can be used by a community clinic or health center to implement a Compliance Program.

Session 3: February 21, 2008
Substantive Issues of Compliance for Community Clinics and Health Centers
With the foundation for the need, design, and operation of a Compliance Program having been laid in Sessions 1 and 2 of the webseries, Session 3 will focus on some of the more common areas of compliance that have been problematic for community clinics and health centers in the areas of finance accounting, billing and collection, human resources, and clinical practice. In addition to identifying important areas of substantive compliance, the session will address how to audit and investigate these areas of "high risk" so that the Compliance Program can help resolve major issues with early intervention and correct problems before they present a significant legal risk to the community clinic or health center.

Session 4: February 28, 2008
Out-regulating the Regulators: Proactive Steps to Secure Compliance and Minimize Legal Exposure
Session 4 of this web series will address some of the proactive steps that can be taken by a community clinic or health center in the area of compliance. The session will provide background to the many regulatory announcements encouraging health care providers to be proactive in compliance activities. This session will review the Office of Inspector General: Self Disclosure Protocol and discuss the application of that protocol to types of compliance issues that may be faced by community clinics and/or health centers in their every day operations.

CPCA is conducting a 4 part web training series on the Medi-Cal PPS rate-setting and scope of service change filing matters. These sessions will increase in level of complexity over the first 3 sessions and will culminate with an open forum discussion of problem areas during the fourth session. Each session will begin at 10:00am (Pacific) and will last approximately 1.5 hours. The following areas will be addressed:

Session 1: February 1, 2008

Demystifying the Process of Medi-Cal FQHC PPS Rate-Setting

This session will cover the basics of Medi-Cal PPS rate-setting for new FQHCs. This presentation will include a discussion of rate-setting options available under California's State Medicaid Plan Amendment for FQHCs and discuss the process currently in use by the California State Department of Health Care Services relative to PPS rate-setting matters. Also, this session will include a discussion of common problems encountered by FQHCs throughout the PPS rate-setting process.

Session 2: February 8, 2008

Understanding Medi-Cal FQHC PPS Scope of Service Change Filings

This session will cover the basics of submitting a request for Medi-Cal PPS rate reconsideration in accordance with the scope of service change adjustments provision included in California's State Medicaid Plan Amendment for FQHCs. This presentation will assist participants in gaining a better understanding of qualifying (triggering) events, the appropriate filing requirement and the Medi-Cal PPS rate change calculation. This session will also include a discussion of common myths associated with the submission of a request for rate reconsideration due to a change in the scope of services.

Session 3: February 22, 2008

Preparing Projected Medi-Cal FQHC PPS Rate-Setting Cost Reports and

Medi-Cal FQHC Change in Scope of Service Requests

This session will cover issues related to the completion of FQHC Medi-Cal cost report related forms. Given that the foundation of a health center's ability to evaluate the financial impact of FQHC reimbursement matters requires a working knowledge of Medi-Cal cost report related issues, this session will include a discussion of issues important to the preparation of Medi-Cal FQHC PPS rate-setting cost reports and Medi-Cal FQHC change in scope of service requests. This session will overview the relevant Medi-Cal forms, including the Home Office Cost Report, and include a discussion of common problems associated with accurate health center submissions.

Session 4: February 29, 2008

It's Your Turn

In order to enhance the learning experience from this web training series, this session will explore issues and problem situations raised by session participants over the course of the previous sessions. Participants will be asked to submit issues for consideration. In addition, this session will include a final review of issues covered in the earlier sessions as well as a discussion of filing issues related to the Medi-Cal FQHC Reconciliation Forms required to be filed annually with the California State Department of Health Care Services.

The California Primary Care Association (CPCA) is pleased to present a series of two web trainings on clinic licensing. This series was developed based on needs identified by CPCA members. Full descriptions of both sessions are below.

SESSION 1: LICENSING AND CERTIFICATION PROCESS 101
When: Tuesday, May 6, 2008 / 11:30am - 1:00pm
This session is designed for clinic staff who have limited experience with the licensing and certification process. Starting with an overview of the process, topics covered will include: using the application checklist; where to find application forms; timelines, required documentation; Central Applications Unit vs. District Office Responsibilities, provider enrollment and other issues.

SESSION 2: AFFILIATE CLINIC LICENSING, INTERMITTENT (aka SATELLITE) SITES AND RELOCATION OF EXISTING CLINICS
When: Tuesday, May 20, 2008 / 11:30am - 1:00pm
Specific licensing and certification regulations and policy apply to these situations. Clinic staff will learn the difference between affiliate clinics and intermittent sites, understand which billing options apply to which situations, and be introduced to the Relocation Checklist. In addition, presenters will discuss tips for working with your District Office to plan for relocation.

Who Should Attend?
We are inviting all of the medical directors who have attended the sessions in San Francisco sponsored by CCI or on their own in Boston.

Agenda:
Over the day-and-a-half of meetings, we have scheduled time for you to meet with the new class of participants, have some time with the faculty, and to meet on your own as alumni.

This alumni session will be different from last year’s. On Monday March 21^st, the sessions will be held separately from the new participants, but taught by Dr. Bob Hoch, Paul Campbell and Lenny Marcus of Harvard School of Public Health. With the new participants, at 5:00pm in the hotel, there will a reception, dinner and program. During the dinner, Bob and Paul will be available to talk with you informally. Also at the dinner, we hope that you will share your post-course experiences with the new participants.

The Alumni Session of the Harvard - Community Clinics Initiative (CCI) Medical Directors Training

Who Should Attend?
We are inviting all of the medical directors who have attended the sessions in San Francisco sponsored by CCI or on their own in Boston.

Agenda:
Over the day-and-a-half of meetings, we have scheduled time for you to meet with the new class of participants, have some time with the faculty, and to meet on your own as alumni. One new focus of our programming is quality measurement and improvement.

On Wednesday March 15^th , the sessions will be held separately from the new participants, but taught by Dr. Robert Hoch and Paul Campbell of the Harvard School of Public Health, as well as, various experts and faculty from across California and the nation. With the new participants, at 5:00pm in the hotel, there will a reception, dinner and program. During the dinner, Robert and Paul will be available to talk with you informally. Also at the dinner, we hope that you will share your post-course experiences with the new participants. The alumni session will conclude on Thursday March 16^th after lunch.

We are partnering with CPCA for the registration process as a means of connecting the training with CPCA’s Clinician’s Committee, which we see as an ideal vehicle for maintaining strong peer relationships across the state and for physicians to fulfill their leadership role..

The American Recovery and Reinvestment Act (ARRA) grants to health centers include approximately $500 million for New Access Points (NAP) and Increased Demand for Services (IDS), and $1.5 billion for the Capital Improvement Program (CIP) and Facility Investment Program (FIP). Health centers receiving funding under the ARRA are required to submit quarterly reports on programmatic progress on these grants. The first of these reports was due on July 10, 2009. Did you get your report in on time? Do you have questions? Come hear the latest on the quarterly reports and have your questions answered by Arthur Stickgold, a consultant working closely with the Bureau of Primary Health Care on improving the reporting process.

This 1.5 hour online training opportunity is taking place on September 9, 2009 at 10:30am.

The grant funds from the Increased Demand for Services (IDS), Capital Improvement Project (CIP), the newly awarded Facility Improvement Project (FIP) and the New Access Points funded under the American Recovery and Reinvestment Act (ARRA) come with new and separate reporting requirements.

This 90-minute session will cover the third round of ARRA reporting, including the Health Center Quarterly Reports (HCQR) and federalreporting.gov, including how to account for the cumulative nature of reporting. The session will highlight some of the common mistakes that HRSA found in the two rounds of ARRA reporting, new requirements/considerations for FIP, and alignment of systems and reporting.

The Auditing Standards Board has issued nine new audit standards that are in effect for 2008. Eight of these standards are known as the “Risk Assessment Suite” and fundamentally change the way audits are conducted for all non-publicly traded entities. This training session will cover the Risk Assessment Suite and the other new auditing standard and give ideas on how to survive these fundamental changes. What does it mean by risk assessment? How do I document the key controls that minimize the risk of fraud or errors in my health center? Why won’t my auditors take my word for anything anymore? All these questions and more will be discussed during this session.
