Health Information Exchange
Current as of June 11, 2010 Health information exchange (HIE) is a central component to the meaningful use criteria associated with the Medicare/Medicaid EHR incentive funding created through the American Recovery and Reinvestment Act (ARRA). Cost savings are anticipated to be found through the exchange of health information and the efficiency this will create in our health care system. Few of California’s CCHCs have been actively participating in HIE due to cost, limitations in technology, and other factors. ARRA has stimulated a new level of engagement and commitment to HIE, and California’s CCHCs will be central players to the success of HIE in the state. Deputy Secretary of Health Information, Jonah Frohlich, is leading the state’s efforts in concert with the Health and Human Services Agency (HHS), Business Transportation and Housing Agency (BTH), and the Office of the State Chief Information Officer. The state has been awarded $38.8 million for HIE activities in California. The state designated Cal eConnect to be the state designated entity to oversee HIE activity in the state. There is a seat for a community clinic/health center representative on the 22-member board. HIE Work Group CPCA formed a HIE workgroup, chaired by Ralph Silber, to help inform CPCA’s President and CEO, Carmela Castellano-Garcia, in her role on the HIE Advisory Board, as well as to position CCHCs to influence HIE decisions in California. The workgroup has created a white paper that outlines what CCHCs need from HIE. To learn more about what community clinics and health centers need from HIE click here. Additionally, the workgroup holds monthly calls, and weighs in on issues of HIE privacy and security, the regional extension centers, and receives updates on state and federal HIT activity. CPCA issues an HIT Newsletter on a weekly and sometimes monthly basis depending upon the level of activity occurring at the regional, state, and federal level.
