Breast Cancer Early Detection Program
The Governor is proposing a $6.1 million decrease to the Breast Cancer Early Detection Program.
 
 
Community Challenge Grant Program
The Community Challenge Grants (CCG) Program was one of the four components of the Partnership for Responsible Parenting Initiative established in 1996. The CCG Program promotes community-based partnerships for the development of effective local prevention programs targeting teen and unwed pregnancies and fatherlessness resulting from these pregnancies. Since 1996, approximately $100 million bonus Federal dollars have been awarded to local programs over five fiscal years. The Administration is proposing to eliminate this program.
 
 
Cap on ADAP

The Governor proposes to cap enrollment in AIDS Drug Assistance (ADAP). Under the proposal, programs would be capped in the current-year based upon program participant enrollment levels, primarily the level of enrollment anticipated as of January 1, 2004. Once the enrollment cap has been reached, eligible individuals needing services would be placed on a waiting list for services.

According to Senate Budget Committee, 5700 individuals would be placed on the waiting list by the end of fiscal year 2004-05. According to the Department of Finance, waiting lists may take into account medical need for the AIDS Drug Assistance Program.
