State Budget
OVERVIEW
The State Constitution requires the Governor to submit a balanced budget proposal to the Legislature by January 10 of each year. The proposal is to be introduced in the both the Assembly and Senate as identical budget bills. Through the initiative process, a large portion of the state spending is locked into place and cannot be influenced by the Governor or Legislature (i.e. Proposition 98 mandate funding levels for education). A new budget is adopted for each fiscal year which runs from July 1 through June 30. After the Governor’s introduction of the budget, the Legislature has until June 15 to pass it. This five month period allows for public comment on the state’s spending priorities. The Legislative Analyst’s Office (LAO), the Legislature’s nonpartisan fiscal advisor, releases a comprehensive review of the Governor’s proposal in mid-February which serves as a starting point for discussion in the Legislature. The LAO provides background, economic projections, and recommended revisions.
