Business Planning 101

This “how-to” workshop will cover all the major aspects of a capital project business plan and provide guidance on organizing and presenting the relevant information in a readable and compelling way.

 

Code 20 Rate Setting Training / Q&A

Mike Schnake from BKD  and Ralph Zavala from DHCS' Audits and Investigations Branch will provide an overview on understanding Code 20 including which specific dual eligible beneficiaries should be billed to this new code. The presenters will also provide an outline of Code 20 ratesetting process and discuss a few outstanding issues with Code 20.

 

Financial Analysis Tools

In light of the recent devastating budget cuts, including the elimination of optional benefits and significant reductions to the traditional clinic programs, CPCA has contracted with Ray Hamby to develop a financial analysis tool to assist community clinics and health centers in planning for how to move forward. The purpose of this exercise is to provide community clinics with a simple, robust tool with which to quickly assess the impact of various changes in the clinic’s funding and reimbursement environment on the clinic’s bottom line and ability to serve its patients.  It is hoped that this tool will provide a reliable way to both model the impacts of externally imposed changes beyond the organization’s control and test potential internal response strategies that might counteract or mitigate the more negative aspects of these external impacts.

 

Medi-Cal Prospective Payment System (PPS) for FQHCs

This 90 minute session covers the basics of Medi-Cal PPS rate-setting, submission of requests for PPS rate reconsideration in accordance with the scope of service rate change adjustments provisions included in California’s State Medicaid Plan Amendment, and submission of the annual required FQHC Reconciliation Form. This session is designed to assist participants in gaining a better understanding of the basic issues necessary to monitor compliance with State filing requirements and to better manage these important Medi-Cal reimbursement issues/opportunities.

 

Optimizing the Billing Process

What does it cost you to get paid? What is your blended encounter rate? How many billing FTEs (full time equivalents) really work on your billing process and what should your total expense be as a percentage of payments? Most CHCs are overstaffed at nearly twice the necessary level. Are your days of accounts receivable (DAR) less than 50 days and if not, why not? View this program to learn what is possible and learn how to go from good to great performance.

 

Preparing the Medicare Cost Report

This session is intended to familiarize participants with the theory and practice behind the preparation of the Medicare Cost Report (MCR). We will walk through the MCR and review the steps involved in preparing it. Through a "How To" demonstration, we will review recommended preparatory reports and guidelines, with an emphasis on providing and improved understanding of how a health center arrives at their calculated cost per visit, and gets their appropriate rate (including the $5 add-on for 2010).

 

Revenue Cycle Management 3-Part Series

Proactive Community Health Centers understand accurate and efficient billing functions are critical to revenue cycle performance.  This three part web series steps through important areas of managing your Health Center’s revenue cycle including benchmarking, duties and responsibilities of effective billing departments, Medicare billing training, coding overview and updates, denial management activities and more.  Participants will gain knowledge and skills to implement positive changes in revenue cycle processes and performance.

  • Session 1: Understanding the Revenue Cycle
    Key areas in a health centers revenue cycle, Benchmarking for improved performance, Duties & responsibilities of an effective billing department, Billing processes of better performing health centers.
  • Session 2: Coding & Billing
    Coding overview, ICD9 coding updates, CPT coding updates, Medicare billing for federally qualified health centers.
  • Session 3: Collections, Denials & Improvements
    Patient collections in a community health center, Denial management activities and monitoring, Action plan development.

Sliding Fee Scale

Cost: $75

With the increased demand for CHC services from newly uninsured, and with cutbacks in program eligibility and funding, community health centers are performing more self-pay services than ever.  Because of this increased level of service, plus the increased regulatory scrutiny on health centers, it is now more crucial than ever to have a functioning sliding fee scales.  The session will first cover health centers’ ability to “fire” patients, or deny services, due to non-payment; in other words to make sure that you don’t function as a free clinic.  The remainder of the session will discuss regulatory and operational basics of sliding fee scales.
