Since 2002, CPCA has been involved in emergency preparedness activities to provide a clinic voice for California's emergency preparedness and response planning process. Our advocacy efforts led to the creation of the Clinic Emergency Preparedness Project (CEPP). The CEPP developed emergency management templates, tools and strategies to assist California's community clinics and health centers (CCHCs) in preparation for meeting the needs of their patients and communities following natural and man-made disasters.

The CEPP was initially implemented by the North Coast Clinics Network (NCCN), the San Francisco Community Clinic Consortium (SFCCC), the Community Clinic Association of Los Angeles County (CCALAC), and the Council of Community Clinics (CCC). Three clinic emergency preparedness trainings were held in 2004 to educate CCHC members about how to develop an emergency management and response plan.

In Fall 2004, CPCA launched the expansion of the CEPP to other regions of the state. Included in this section are materials and resources that can assist your clinic in developing an emergency operations plan and provide you with the contact information for your local disaster planning community.

Clinic Emergency Operation Plan (EOP)

CPCA and the California Emergency Medical Services Authority (EMSA) developed the Community Clinic and Health Center (CCHC) Emergency Operations Plan (EOP) Template in 2004. Members of the Clinic Emergency Preparedness Project (CEPP) Working Group also contributed to this publication.

Clinic Emergency Preparedness Help Desk

CPCA hosts a Help Desk that provide information on implementing the Emergency Operations Plan in a CCHC setting. A Help Desk is a system of interconnected databases that allows users to extract information and continually collects information to build upon itself and enhance capacity. Clinic Emergency Preparedness Task Force

The Clinic Emergency Preparedness (CEP) Task Force meets quarterly to discuss current and upcoming events, trainings, and exercises. Below is a list of the task force members and handouts from each meeting.
