Residency Program Supervision and Billing Considerations

Federally Qualified Health Centers (FQHC) are more frequently becoming involved with training physicians and other workforce. Whether the FQHC is starting its own program or partnering with another entity as the continuity clinic site for the residency, it is rare that anyone knows or hears the detailed rules around billing and supervision in an FQHC. The supervision rules are fundamentally different in an FQHC than the Medicare Primary Care Exception and the ACGME Supervision requirements that are known by program directors, academic institutions and others.

This 90-minute webinar will explain how FQHCs are different when it comes to billing and supervision within a primary care residency program. We will also discuss the benefits to an FQHC of starting or participating in a residency program and the potential impact of the newly proposed SPA amendment where FQHC's can bill for medical residents.

  • Describe the MediCal and Medicare requirements and why they overrule the Primary Care Exception and ACGME Supervision requirements;
  • Understand the billing requirements of a residency program within a FQHC;
  • Describe the benefits of an FQHC starting or participating in a residency program; and
  • Describe the pros and cons for billing for medical residents as a FQHC visit if the recent SPA proposed change is approved, regarding billing for medical residents.

Cancellation Policy:  No refunds will be offered for cancellations received after October 31, 2018.

To receive a refund, all cancellations must be in writing and must be received by emailing training@cpca.org according to the following schedule:

  • Cancellations received on or before 20 business days of the event will result in a full refund minus a 10% processing fee.
  • Cancellations received on or before 10 business days of the event will result in a 50% refund minus a 10% processing fee.
  • Cancellations received on or before 5 business days of the event will result in a 25% refund minus a 10% processing fee.
  • No refunds will be offered for cancellations received after 5 business days before the event.
  • Cancellations after the conclusion of the event are non-refundable.
  • Substitutions are encouraged.
  • “No Shows” are non-refundable.
