Serving the Most Vulnerable: How the CARE Act Can (OnDemand)
Category: Behavioral Health
Recorded On: 07/30/25

A presentation on California’s CARE Act (Community Assistance, Recovery, and Empowerment Act)—a new statewide initiative designed to serve some of the most vulnerable individuals in our communities: those living with untreated schizophrenia or other associated psychotic disorders. The CARE Act establishes a civil court process that connects eligible individuals to a coordinated plan of community-based care, housing, and support, aiming to interrupt cycles of hospitalization, incarceration, and homelessness. This presentation specifically tailored for health center staff who serve those who may be eligible for CARE and play a critical role in identifying potential CARE participants and initiating referrals and petitions. Representatives from California Health and Human Services Agency lead the session and offered a clear, practical overview of the CARE process and explain how medical and behavioral health providers can support individuals by submitting petitions. Participants learned how to collaborate with county partners, navigate the referral workflow, and help create a sustainable pathway to care for those who need it most. This presentation provided the knowledge and tools needed to help clients benefit from the CARE Act process.
