  • Workgroups typically address time-sensitive policy issues that warrant short-term management and resolution. They may make informal recommendations to whichever Committee they report to.
  • Workgroups meet as determined by the Chair and staff; sometimes monthly or quarterly depending on the groups’ needs.

Climate Change Workgroup (reports to Clinicians Committee)

  • Help CPCA members understand the impact of climate change on their health centers and communities.
  • Gather and disseminate information on clinical interventions and health center redesign options.
  • Work to eliminate health inequities experienced by our diverse patients and caused by climate change.
  • Meet with other climate change and health organizations to understand the field and forge partnerships.
  • Monitor climate change and health policy and legislation and make recommendations on these issues o the CPCA Legislative and Government Programs Committees.

Direct Payment Workgroup (formerly SPP Task Force; reports to Govt. Programs Committe)

Forum to work through the details with DHCS on how the distribution of the Supplemental Payment Pool (SPP) works and then monitor the progress of the SPP
Inform the methodology and the structure of the Equity Redistribution structure and help to ensure as many Community Health Centers (CHCs) are participating as possible.
Prepare for the future of the SPP and strategize how to grow the SPP fund

Health Professions Education & Training (HP-ET) Workgroup (reports to Workforce Committee)

Co-Chairs: Sarah Ross, VP of Operations, Open Door Community Health Centers AND Trisha Cooke, Workforce Development Director, Open Door Community Health Centers

  • Identify overarching patterns and structural or system-level barriers to training primary care, behavioral health, and oral health professionals in community health centers
  • Provide direction and guidance to staff regarding the development of comprehensive trainings, resources, and strategic workforce plans for CHCs desiring to implement or sustain health professions education programs or partnerships
  • Strategize the development of partnerships with community colleges, four-year colleges, and universities to recruit and retain students from rural and underserved communities who have a strong desire to pursue a career in a community health center

Licensing/OSHPD 3 Workgroup (reports to Government Programs Committee)

  • Identify health center challenges related to licensure and Office of Statewide Health Planning & Development (OSHPD) building standards, including the application process and requirements, and solutions to mitigate such challenges
  • Mitigation efforts may include seeking clarification and/or negotiating with the Department of Public Health (CDPH) and DHCAI, challenging existing requirements through the state’s regulation process, and when necessary, supporting legislation to change the law

PPS Modernization Workgroup (reports to Government Programs Committee)

  • Comprised of members who are interested in constructing and participating in wrap cap demonstration
  • Develop the wrap cap per member per month (PMPM) rate
  • Strategize how to partner with health plans and the Dept. of Health Care Services (DHCS)
  • Prepare for the necessary internal practice transitions necessary to implement a model that removes the face-to-face visit requirement

Supporting Black Communities Workgroup (reports to SPARC)

  • Keep members informed of CPCA’s activities to address the health inequities and social disparities black communities are facing, including activities with state and federal partners.
  • Monitor policy developments relating to addressing the health and social inequities facing black communities and policies that uplift the health and well-being of black communities
  • Inform CPCA policy recommendations and priorities to meet the needs of, and support, black communities
